I'd say it's more attention seeking.

I identified as genderqueer 10 years ago and I mostly did it to feel special and because I generally didn't fit in.

I mean the definition of NB basically includes everyone so it doesn't take that much for people to read about it and think "that's me". I found out about it on some dumb online quiz and thought "that's how I've been my whole life, now I have a word for it" but of course everyone feels they don't fit gender roles exactly at some point.
