What if a person understands something but lacks the communication skills to convey the same?

In my opinion, that indicates that is not fully understood. But I could be wrong about that

Some people are experts at propagating bullshit.

Does the ultimate test still apply to these folks???
Is there an applicable misinformation achievement?

Feynman was an interesting and great man. I've really enjoyed learning about him.
He was unlike any other physicist of his time, or any since.
This is him in the opening scene playing the bongo Symphony of Science

He was a prolific womanizer.

He loved playing the bongos for the ladies at the strip clubs.

I agree, though. Bongos aside; he was great.
