Digital media is basically a public good. Anyone can watch a movie or listen to music without imposing a cost on the producers. So producers try to control consumption so that they can charge prices. This causes people to pirate media instead. The whole system is economically inefficient: not enough people are getting the media that they want, and the artists/companies are not getting as much funding as they should.
Instead, the government should arrange for free media with public music and video streaming services. They should track statistics of popularity on the public service, and then subsidize creators/producers in proportion to how much use their work gets.
Of course the service should be established with a high standard of inclusion and freedom of speech/expression, to prevent it from being used for censorship or abuse. However, even if someone is excluded from the government platform for whatever reason, they would still be free to distribute media over the Internet as usual.
This might seem strange but it is the same logic that we use for government funding of other shared resources, like parks and roads.
