If rights are left up to the states, they cease to be rights.

You are wrong. You can freely smoke marijuana in about 1/3rd of US states right now. Meaning those states went and gave this right to their citizens.... disproving your last post.

This is why elected legislators have to explicitly write laws that permit abortion. Otherwise, there is no legal protection. Now, finding legislators who will draft and vote in favor of these laws will be much more interesting because generally they only look out for themselves.

It doesn’t really change anything. Most states are on board for abortion. The states that are not, allready have restricted planned parent hood activity.

I always wonder why feminists in Europe will jump on the bandwagon and argue for unrestricted abortion in the US when none of them have that or campaign for it in their own countries.
