There will be more free speech in almost any other country.
You either have it, or you don't. Europe, today, has a relatively low number of political prisoners not because it has more, or less, free speech. But because its people have already been trained to be obedient.
constitution will be ignored
When the government feels brave. An armed populace, for some mysterious reason, scares the government, even when nobody dares shooting back. It is growing braver, but slowly. One unpunished massacre at a time. As of now, the citizens in the US can still sue the government and win. Providing they survive the encounter.
