The headline's rhetoric is not a good look, but the article does make a good point about how gerrymandering of electoral districts has screwed black populated areas. This article deserves a better headline.

Easy solution: draw a grid over the entire United States. Each identical 25 mile x 25 mile square gets 1 equal electoral vote. No more states, no more population adjustments. See how they like that. 😁
