The state will likely appeal to the Ninth Circuit, which has proven notably hostile to the Second Amendment in past decisions.

The Ninth Circuit was formed before the West Coast's population exploded. The other courts have, on average, 12-13 judges; the Ninth has 29.

With so many judges, the entire panel cannot hear a controversial case. In fact, the Ninth has never granted an en banc session.
