When they come for you it's too late. You need to start pushing back before they come for you. When you see other people around you getting targeted, shut down, oppressed, arrested that is your que to step up. You don't have to confront them directly, their cars are probably unattended. If the police station and jail and court house lose power, water, etc. it's not necessarily something they can trace. And of course we all know who the propagandists are that are the tip of the spear for all of this.
