Cigarettes stayed the same price from 1950 to 1998 when you adjust for inflation. It wasn't until the WHO anti-smoking campaign took hold that they jumped due to the ridiculous taxation.

You can still smoke for a $1 a pack or less if you roll your own. I buy whole leaf tobacco these days, it isn't taxed at all since it's an agricultural product, but most people use "pipe tobacco" which isn't really pipe tobacco but it's taxed (tax class L iirc) far less than if they sold it as cigarette tobacco.

And for places that have banned menthol, it's really easy to make RYO tobacco menthol by just buying the menthol crystals, dissolving it in alcohol, and treating the tobacco yourself.

In theory you can do a similar thing to flavor tobacco with the same stuff used for vaping but I've not had great results personally. Tbf I didn't really like most flavored ciggs anyways, but Camel made a mandarin one that was really good. It just occured to me I probably should have been doing the filters instead of the tobacco itself. I'm going to give that a shot.

There's other neat stuff you can do too, like toast it (ala Luckys) or ferment it into perique. And I'd think if you wanted freebased nicotine like commercial ciggs you could probably do that to by treating it with ammonia.

Yep. Most of these price increases are due to government regulation.
