Skill issue. This is a training problem for the backwoods hicks of alabama. There is a 0% chance of extinguishing a Lithium-ion battery fire with plain water, after it has begun autoignition. There's a video out there of a tesla burning while underwater. You can not extinguish them.

The only thing to do is wait for the battery to deplete its own energy, and maybe spray the stuff around the car to keep it from catching fire. 10 tanker trucks to fail to extinguish a fire, and then all the toothless asshole firefighters giving each other hi-fives for doing a good job ... those guys need training.
