I would say, not "creating unrest" but more "gauging the propensity of the populace towards unrest".

As in: 1 - "we're pretty sure we can get away with this much without a lot of trouble." 2 - Do it, watch what happens; 3 - People take to the streets; 4 - Add in additional provocations; 5 - Still no actual unrest, perfect! Let's move on to phase 2!

With phase 2 being, of course, the planned "second wave" of the "deadly virus" with an official mortality rate of 0.23% and a TOTALITARIAN LOCKDOWN for months because you know what, (((we))) know we'll get away with it. Rince and repeat until the population is starving, beaten down, unable and unwilling to resist, spirit broken, defeated to the core.

What am I missing?
