It's everybody, because the term is so loosely used it becomes non meaning. There are some neo-nazis in the US but they are not really the threat. Would you say Trump is a nazi, because many people call him one, but he's far from a nazi.

Hate is fine, as long as it does not threaten with violence. Hate can mean anything to anyone, which is why we should never, ever censor so called hate. We are a free society and have the right to free speech, certain people udner the guise of hate speech are using this to ban anything who questions the status quo. God bless.
