I wonder why. Perhaps Russia wants to keep them in reserve until there is a breakthrough. If North Korean troops are deployed, one or more NATO countries should send troops into Ukraine. Poland is a good candidate since it is next door. Russia must not be allowed to conquer Ukraine. If the West permits Ukraine to fall, North Korea might see this as a sign of weakness and invade South Korea. Russia would be obligated to send its military since North Korea sent troops to help Russia.

It's funny how many people are crying about "Nazis" in Ukraine, and then missing (or outright ignoring) how similar Russia's behavior of annexing another country's territory--supposedly for the safety and well-being of Russian nationals there--is to the Nazi German takeover of the Sudetenland in the last century.

Regarding the NK troops, I honestly think that Russia is just keeping them out of the way to avoid the potential for an embarrassing performance from them. Because if they get sent out and defect in any numbers or just get mauled by Ukrainian forces after being hyped up so much, it'll be a fucking disaster for the North Korean leadership's image. They're liable to respond in all kinds of silly but dangerous ways to try and regain face in that case.
