I don't paraglide, but in this little clip it looks like there's just way too many people in the air at the same time to be safe.

Imagine if this is your first time paragliding. So, you are strapped in with an instructor. And your instructor is the one that died! imagine being stuck in a tree, or something, strapped to a corpse until they can find and rescue you! What if you survive the landing, but the ropes are wrapped around the instructors neck. You try to save him. The awkward way you a strapped to him makes it hard to be of any use. Your body weight only quickens his strangulation as he writhes and gags.
