What is DNF and what are cars doing in the way of a street race?

DNF means "Did not finish" its a term in street racing and racing video games for when a person finishes last or runs out of time.

I think the cars were racing and the bike was trying to be clever and go back down the strip rather than around. WHAMMY

why are there cars in both lanes tho? That looks like it's against the rules of the road.
