The people are speaking Thai, so it likely happened in Thailand.

If you guys are wondering what they're saying, they're mostly yelling to get water and also yelling out a relative's name. When the bear starts dragging the guy, someone yells to the guy to get away quickly, but it becomes clear that the guy is out of it. Follow-up remarks are about the obvious: "It's taking him away". As the bear enters the cage, the cameraman (at least I think it's the cameraman) says something to the effect of "there's no hope now" or "it's too late/useless now".

Unfortunately, my Thai is not good enough to understand what the guy in orange at the end is wailing out, but I would guess it's something like "How/why is this happening?!"
