It's really hard to tell if it's voluntary eye movement when he looks down. I think it's just his eye moving to a state rest, but before the camera phone guy gets close to his face, it looks like he's looking straight ahead for a few seconds. They say you stay lucid for 2 or 3 seconds after decapitation, that looks about right to me.
