you clearly dont understand what youre talking about, at a given resistance and voltage you will only get one rate of charge carrier flow. to say it's not the voltage it's the current is like saying it's not the height you fall off a cliff but how fast you are moving when you hit the ground. barring any dumb edge case scenarios like jumping with a parachute or falling through treacle the height of the mf fall is what determines how fast you are moving at impact!
