So throwing rocks now carries a death penalty, got it. How come other first world countries don't see this amount violence form their police?

Did you miss the part where the guy pulled a knife? Also, if it's suicide by cop, then the dude wanted to die anyway.

What options? And how do you know for sure?

The guy wanted to die and apparently didn't care if he took someone down with him. Had the cop not shot him, the cop or some innocent bystander could've gotten hurt or killed.
