Police are not taught to shoot to incapacitate, they are taught to shoot to kill. There is no such training that US police go through that has them "shoot to wound" - if they need to discharge their firearms, it's to kill. Saying someone deserves to be shot by police is the same as saying they deserve to be killed. It's you who doesn't understand what you're talking about.
