Maybe they assumed rubber bullets were being used?

I know nothing about the penetrative power of rubber bullets, but if that's what being used, I'd figure cardboard would be worth a shot (pun intended).

If it were real bullets, as it seems to be the case, better options before hiding behind cardboard would be to:

  1. Run
  2. Hide behind thicker cover (trees, cars, utility poles, dumpsters, etc)
  3. Dance (might as well go out in style, right?)
