Well, it also means you will probably never even see a civilian with a gun in your entire life. You can see by the reactions in this video that violence like this is not something people expect in Germany. Cops should have been faster though, not sure what took them so long.

In the states, where the most gun-toting people in the world, they don't expect it to happen either but their country gives them the god given right to be prepared just in case. The facts are also, that there is never going to be a cop in time. You have to rely on community.
