As you quoted, the Lord will shake terribly the earth. Being underground will end up being a grave for those down there when an earthquake causes the earth to crush them.

Boring Company digs into hell and SpaceX climbs up to heaven and both companies have the same leader.

Evil-doers cannot hide from the Lord. It would be better for them if they would humble themselves and repent.
