What the bill actually says is that if your kid runs away and wants to transition, no one is legally obligated to contact you as the parent and inform you of anything including the kid's whereabouts.

It says nothing about facilitating the transition or removing children from homes where they want to transition and the parents won't allow it.

But it could be a precursor to such a law.

In Washington, kids over the age of 13 can receive confidential health care services, including transition-related procedures, covered by their parents' insurance plans without their parents' notification or consent. Such procedures are also covered by Medicaid (for non-Americans: government-funded insurance plan for poor people).

So a 13 year old kid can legally run away from home and get transition-related procedures done and paid for and no one is obligated to notify the parents of any of it.
