Well, it's not like they can go to the store for some pesticide or call an exterminator. So it looks like the fact that they're incarcerated and wholly reliant on their jailers for every necessity of life is key here. But yeah, it's the inmate's fault.

The convict is responsible for being there, the warden acts as an agent of the state and is at fault for not properly maintaining their facility.

Jail is not a 5 star resort. It's not even a rehabilitation center like many morons believe. It is punishment for breaking the law. This whole situation could've been avoided if the nigger didn't behave like a nigger and get locked up.

There's quite a difference between a resort and being eaten to death by bedbugs. While it appears you view the criminal as subhuman, it doesn't mean that jail is a place to be summarily executed by insects.
