    Why not both? If he wasn't planning on taking things all the way to Moscow, he was at least setting Putin up for embarrassment, which lessens confidence amongst the public and those in power around him which loosens whatever power he may hold.

    This psyop looks super costly for Putin - he appeared on the main state TV channel with a speech in which he said he'll punish the traitor in the morning, and now that traitor went into exile to Belarus like shooting down helicopters is nothing.

    But if Prigozhin will be assassinated then we'll definitely know this is not a psyop :)
