As always, the headline is so much more inflammatory than the story itself.
The citizen sued the police for false arrest.
The police filed some counterclaims to try to force a favorable settlement.
The judge dismissed most of the counterclaims, but found one had merit and could proceed to trial (where the citizen told a couple million people that one of the cops was a convicted girlfriend-beater, when he isn't).
Yep, that's how the legal system works, and nothing about this is suprising or outrageous at all.

The cops got what they deserved. They got a 0.00 field test. Your job is done there. Let the man go and be done with it. But oh no, they had to teach him a lesson. They fucked around and found out.
