    Are there not surveillance cameras in the jail? I'm not believing anything without video proof these days, at least in places there should be cameras on all the time.

    Regardless of what he said, invasive procedures should never be done without consent if there is no threat to other people. They could put him in a room with a bucket if they wanted it that badly. If he had a baggie inside and it ruptured, he was the only one at risk. And charging somebody for a procedure they did not consent to should be illegal.
