Sounds like a good idea but in reality it's like building instant slums.

high rents and high property taxes suck but they do keep the riff raff out. And if someone gets 40% of the median income they're probably going to trash an apartment and not pay rent

I'm in favor of affordable housing. I think in an ideal society, if you work 40 hours a week, you should be able to afford a living space without roommates and to feed yourself. But this seems like it would ensure there are no truly nice neighborhoods because a minimum of one in five residents will be impoverished.
