One article said just people from the Horn of Africa, or east or northeast Africa.
The U.S. and UK are all the time expelling immigrants if they did not meet criteria for visas.
That is how every state works.
No visa, no permission to enter.

The US less so, though. Right now people are pouring across the border. We have millions of "undocumented" aliens. So it's not really working here and it's a problem.
