There is no way to measure the number of crimes. One can only measure the number of arrests.

Most countries do crime surveys.

And even if people were being honest on those - which wouldn't be the case - most people go through life committing crimes constantly and not even noticing or knowing they're doing it.

If memory serves, I don't think that was a research thing so much as a famous law professor's personal opinion.

But he may be right. Here's one crazy thing about our legal code: no one even really knows how many active laws there are. It's too big and too complicated to keep track of.
