P2P meth isn't new. D-ephedrine produces D-meth, the one addicts want, and L-ephedrine (psuedoephedrine) produces shitty L-meth.

But P2P has no chiral center and produces a racemic mixture (50% d- and 50% l-). The new thing this article claims is they're able to remove the shitty L-meth.
