However, I'm sure you'd agree that a 44% increase in heat failure deaths should warrant an investigation.

I would, if it were visible in the data. In these data, it's not. Because the charts are from short timelines. Because the author wants to scare you, otherwise they would have chosen longer timelines for their custom-generated graphics.
