I have heard from Chinese themselves that if you live in the provinces, are well-connected and willing to part with a bit of cash, you don't have to worry about the one-child policy. I am childless and happy about it.

Yes, at the moment you just have to pay more tax, there isn't a strict ban.

However the issue is the culture now is of having one child even though they are no longer dragging women into the operating theatre to sterilise them (accept the Uyghurs).
