They should be required to do so.

At the point of a bayonet if necessary. Those who refuse, ship them back to the brown countries. These people are subjects, make them act like it!

Does this apply to Australian, Canada, etc.? They're also subjects.

Not if they're sovereign.

Sovereign, nationals, first nations, and I'm sure there are more exceptions who are not, or chose not to be, subjects.
