This sounds more like an idiotic ruse of the property owner. Maybe “ISIS” plans an attack on the mall and causes enough destruction in the building that the insurance company says it’s not worth repairing damages, here’s your easy money. The property owner takes the insurance money and either sells the property or turns it into something more profitable.

my phone has a huge green line on the left side of the screen due to years of abuse. i read that as 'ISS' and thought,'why would people on the space station want to terrorize malls?'
