I agree with The Duke but he's not acknowledging that niggers are a full standard deviation below whites in IQ, or more depending where in Africa they're from. In short you can't teach stupid to be smart. And irresponsibility is just the blanket term for low IQ with poor impulse control, the inability to delay gratification, and a tendency towards violence all of which niggers have in spades (lol, see what I did there?)
