I've seen videos of Ukrainians using what looks like non-lethal chemical grenades (tear gas?) against Russians, and a few that might be lethal chemical weapons. (By the way, even the use of non-lethal chemical irritants like tear gas is prohibited in warfare against soldiers, although you can use it against civilians.)

Given that Russia is winning and doesn't need to, or expect to, gain any more international support from this accusation, I'd say they have very little reason to lie. I consider their claim unproven but plausible.

Unproven by whom? By the U.S. government? Do we expect them to “prove” their own illegal actions? When have they ever? Blowing up NS2? White Helmets in Syria? Assassinating JFK,MLK and RFK? Operation Menu - the bombing of Cambodia? So many crimes denied, denied and denied.

The MoD Lt. Gen. Igor Kirillov, the head of the radiation, chemical and biological defense for the Russian armed forces says so and I’m sure they, the MoD, have the proof. Russians don’t make wild accusations publicly without having proof.

They have proof that the U.S. was funding and running bioweapons labs in Ukraine and that actually forced Victoria Nuland (squirming and hemming and hawing) to admit in Congress that Ukraine had bioweapons labs.

Russia has recorded cases of Ukrainian troops using US chemical munitions during the special military operation, Lt. Gen. Igor Kirillov, the head of the radiation, chemical and biological defense troops of the Russian armed forces, said on Monday.

"During the special military operation, cases of US chemical weapons used by the armed forces of Ukraine were recorded," Kirillov told a briefing.

"Ukraine, with the complicity of Western countries, does not limit itself to the use of non-lethal chemicals, but actively using chemicals from the list. I would like to draw attention to the statement by representatives of the Ukrainian armed forces about the availability of such compounds at their disposal, including analogues of the combat toxic substance Tabun, which is included in List 1 of the Convention [on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction]," Kirillov said.
