It's not the parent's fault. Those are clearly outdoor play ground sets erected indoors. You can't expect a parent to know why that's bad. Every indoor slide I've seen in the US either has netted sides, or is a completely enclosed tube. Since this apparently happened in China, where there are no safety standards of any sort, I doubt there is any legal remedy for the parents.

I suppose you could fault the parents for not having become safety experts out of necessity, in an unsafe country, but then again the conspiracy theorist in me says that when it comes to daughters, they're not especially wary about safety, if you catch my drift.

why does it matter that they are outdoor play sets inside? There wouldn't be nets or additional safety if it was outside. And since the parents are right there, they obviously allow them to play like that if they were outdoors. I've never seen outdoor play sets with safety netting or even soft ground like an indoor place has. Why are you making the distinction between outdoors and indoors?

Outdoor playgrounds usually have wood chips over earth, which in addition to acting as a cushion, are low friction. Indoor playgrounds usually have a thin, stiff foam over a concrete floor, with less give and a high degree of friction. I can't find any safety guidelines on the 'net, but I know from observation that every indoor playground I've ever visited had tube-style spiral slides and extensive netting in order to make sure kids can't fall more than a couple feet. It never seemed to me that the padding over the concrete was sufficient for a seven foot fall, and accidents like this one demonstrate why.
