There were Minsk II agreements that were signed by everyone involved, but Ukraine didn't implement for 8 years, allowing them to basically continue as before by bombing Donbass regions. Russia got tired of Russians dying and for safety (as it has been about since the beginning) are making sure Ukraine and NATO have no chance to try anything. Especially with a country as politically unbalanced as Ukraine
