Only sheep are easy to lead. Dogs can be trained.

I just can repeat my theory: Human society consists of approx. 90 % sheep, 9% herding dogs and 1% snakes.

Either good or evil for each. Each category of course can force smth..But they check and balance themselves out quite nicely.
