I agree with u/twodog. Unless this falls under the use of the commerce clause of the US Constitution (I am not a lawyer), I can't see how this can be a good thing for states rights. Also, who's to say a President can't make "hunger" or "health" or "homelessness" or "crime" a national emergency and divert funds to giving out food, shelter, and medical care to individuals at the taxpayers' cost bypassing Congress, or send in troops to "keep the peace"?
