It's called a body camera and both cops were wearing them.

The person recording could also have started as the officers were struggling with the guy. It obviously escalated and they didn't just teleport him from the drivers seat.

And even if the full video doesn't exist, you dont get to claim that this short clip is the full video. It is clearly missing a huge part of the encounter.
