I think it quite likely Jack didn't stop suddenly but moved to another location and carried on his grisly trade elsewhere.

Certainly, Prince Albert Victor is on the suspect list. He was a notorious philanderer and was caught up in a homosexual brothel scandal although his name was kept out of it. My research says he died of pneumonia in Sandringham Castle, England.
