If I understood correctly, there is nothing stopping someone with a relatively minor amount of money from opening a generic drug manufacturing facility within USA and synthesizing these drugs at India prices, for sale in USA. I think it's a co-depency thing. USA and Israel need each other and use each other, so you can't pinpoint one or the other as being 'in charge'. For political purposes. For military, the US DoD is in charge of the IDF, many times literally with an American officer commanding Israeli forces.
