I'm afraid you are right. The intel people in these countries have already infiltrated every group of interest that has any possibility of becoming radicalized, both within and outside their own countries. So when they are ready, and it sure looks like now is the time, they start to dial up the heat within each group. The heat — radicalization — has a synergistic effect that works within each country and internationally. Then, when things start to get out of hand or the media convinces us they are, the government, because maybe it is all just one loose conglomeration of oligarchs, steps in and quells the chaos. Then, at last, we have peace, even though we had to give up a lot of our freedoms.
I hope I'm wrong.
