If something seems dumb you might just not get it. I imagine there are some metrics they are aiming for that improve with these measures. Imagine they want more accounts. By banning people who make new accounts, they get more accounts and it pleases the metrics. I can't tell if this is to please stakeholders or if they are big enough to corrupt/sway and entire generation into clown world. I don't know what they want, but what they are doing is working for their goals. Just no idea what the goals are or why.
