I do not think that that is a sound conclusion to draw from this. Russia is a much stronger opponent than Iraq was, and the Russo-Ukrainian War has lasted far longer than the Gulf War.

Note: We do not have exact figures for the amount of aid that the US has given to Ukraine, but the Trump administration says that between $300 billion and $350 billion has been sent from the US.
