Cops, as well as US citizens in general, are not allowed to shoot a retreating individual even if they had demonstrated past agression/assault. The question here, I think, is whether the man's attempt to fire the taser at the cop justified the shooting. Also in question is whether the cop could reasonably determine if the weapon aimed at him was a taser or a gun.

It's possible that I am misinterpreting the video. I figured that they were just transporting the fireworks to a remote location to be fired. If they were actually lighting fireworks while on the moving vehicle then I agree that's pretty nuts.

The cop gave conflicting instructions. The guy was given an instruction to crawl, which involves the use of the knees and either the hands or elbows for propulsion. Earlier, the guy had been instructed to keep his hands stretched above his head.

The girl had correctly guessed which instruction the cop had expected her to violate and the guy did not.
