I think the real question here is, how many tax dollars per year to stop it?;?

We can do anything apparently, including using tax dollars to stop natural cycles. So how much?

Also, can the earth identify as "cooling" if it wants to?

This question assumes that the mechanism causing the poles to shift is on Earth. Who's to say that changes in the sun aren't driving this change?

IMO, the question is probably: How may tax dollars to change the sun; given the sun's mass is 332,946 times the mass of Earth (M⊕), or 1047 times the mass of Jupiter (MJ).

We can't out spend the sun.... :-/
